Returning from a charity ball, Peggy and Jimmy Malone encounter a dying FBI agent near railroad tracks. The agent speaks the name of Shaitan, a dreaded Eastern terrorist, and gives his location. The Black Ghost must uncover the hideout of the terrorist before he unleashes a deadly virus on an unsuspecting community.
